REFUND POLICY

Refund Policy


  • What is VinScanPro's Refund Policy?

    If you are unhappy with our service or the data we provided and would like to request a refund, please contact Customer Care at support@vinscanpro.com We handle all refund requests on a case-by-case basis, but our goal is complete customer satisfaction as we work to help resolve your particular situation. To permit us to assist you as expeditiously as possible, please have accessible your member ID or the email address with which you signed up for our service. Also please note the following general guidelines regarding our refund process: Refunds are processed immediately on our end, but depending on your bank or financial institution, it may take up to 10 days for the refund to post to your bank. Feel free to contact us if you have any questions or want to confirm your refund. If we receive a dispute through your bank, we reserve the right to permanently suspend your account and challenge the dispute. Once a dispute is in place, we will be unable to provide you with a refund on the transaction.

  • Are my searches private?

    Yes, your vehicle searches are private. Your search history is only viewable if you log onto the platform, and can only be accessed by you, the owner of the account — unless you decide to show it to someone else. Similarly, you cannot find out who has searched for your vehicle.

  • How much does VinScanPro cost?

    VinScanPro offers various subscription plans starting from $9.99 per month. Please check our pricing page for detailed information.

  • I only want one vehicle history report without subscribing

    If you only wish to run one report, simply do it at “check your vehicle” field. If you are sure you don't wish to use your access to run multiple vehicle history reports and take advantage of monitoring with VinScanPro, simply contact Customer Care at support@vinscanpro.com when you wish to cancel, and you won't be billed further. You can also cancel online by logging in to your and going to “manage membership” tab. We pride ourselves on offering great customer service, and fast responses. In addition, we are constantly updating and expanding our database to provide the most accurate information we possibly can. With a subscription, you have access to our Monitoring feature, which checks for any changes in your monitored vehicles every 14 days and notifies you as soon as any information has changed.   • What types of payment do you accept?

    You can view some of our current pricing options when you enter your vin code at “check your vehicle” field. Bumper's goal is to provide you with access to vehicle records that were formerly only available to dealerships and companies with deep pockets, in a way that is easy, affordable, and fast. Bumper offers a variety of affordable ways to engage in vehicle history reports. We even offer specials and limited-time pricing that can get you access to vehicle records for incredibly low prices.   • What are Chargebacks and Disputes?

    A chargeback is a payment reversal provided by a bank to the card holder on unauthorized or fraudulent purchase transactions. It is not to be confused with a refund, which is a return of payment back to a legitimate purchaser dissatisfied with the services paid for. Incurring a chargeback on your account will result in an account suspension and will prevent us from issuing refunds on the disputed transaction in question. We also reserve the right to challenge a chargeback if we believe that the dispute is invalid. In this case, if we win the challenge, you will still be charged for the initial transaction and you will not be able to receive a refund on that transaction. Canceling a chargeback and getting a refund If you are unsatisfied with the service or data we provided and would like to request a refund, or cancel your account, please contact our Customer Support center and our team will be happy to assist you. If you have mistakenly requested a chargeback instead of a refund, you can generally cancel that chargeback within 10 days, depending on your bank. Canceling the chargeback and requesting a refund instead will speed up the process, avoiding long term resolution periods for the banks. Our customers’ satisfaction is of the utmost importance. By accessing or using our website and services (“Services”), you (“you” or “User”) agree to comply with and be bound by these Terms and Conditions (“Terms”), as well as our Privacy Policy and Refund Policy.   • The arbitrator’s decision shall be final and enforceable.

Governing Law and Venue

  • These Terms shall be governed by the laws of the State of Arizona, without regard to conflict of laws principles. All arbitration or court proceedings shall be venued in Maricopa County, Arizona.

Informal Dispute Resolution

Before initiating arbitration, you agree to attempt to resolve any dispute by providing a written description of your issue to support@vinscanpro.com. We will respond in good faith and attempt to resolve the issue informally within 30 days.

If unresolved, either party may initiate binding arbitration with a mutually agreed-upon arbitration provider. If agreement cannot be reached, either party may petition a court to appoint a neutral arbitrator.

Exceptions

Claims involving intellectual property rights or unauthorized access to data may be brought in Arizona state or federal courts.

3. Eligibility

You must be 18 years of age or older to use the Services. By using the Services, you represent and warrant that you meet this age requirement.

4. Technical Requirements

You are responsible for obtaining internet access, software, and devices compatible with our Services. We are not liable for disruptions caused by user-side technical limitations, and no refunds will be issued in such cases.

5. What You Should and Should Not Expect from VinScanPro

a. Quality and Availability

While we strive to ensure continuous and reliable access to our Services, VinScanPro does not warrant that access will be uninterrupted, timely, secure, or error-free. Service interruptions may occur due to internet congestion, maintenance, upgrades, server outages, or other factors outside our control.

b. Technical Improvements and Maintenance

We reserve the right to modify, enhance, update, suspend, or discontinue any aspect of our Services at any time, including for regulatory compliance, system upgrades, or performance optimization. Such changes may result in temporary loss of access or functionality.

c. User-Generated and Third-Party Content

VinScanPro does not control or endorse content submitted or made available by third parties. Such content is the sole responsibility of the source and may include material that is outdated, inaccurate, offensive, or illegal. Use discretion when interacting with any such content.

d. Use and Storage of Information

We do not guarantee retention of your reports, queries, or account data. You are responsible for maintaining your own records. VinScanPro shall not be liable for lost, deleted, or altered data or communications.

e. Removal and Disclosure of Content

We reserve the right to edit, refuse, or remove any content on the platform that we deem, at our sole discretion, to violate our policies or applicable law. We may also disclose information when reasonably necessary to:

f. Termination of Services

d. Use of Hardware and Software

To use the Services, you must ensure your device, browser, and internet connection meet minimum performance standards. VinScanPro is not responsible for performance issues caused by insufficient user-side technology.

e. Legal Acknowledgment

By submitting payment or using the Services, you agree to all transactional obligations, including acceptance of notices, disclosures, and service-related documents electronically.

f. Limitations on Use of Reports

Reports are provided for informational purposes only and should not be used as the sole basis for any vehicle purchase decision.

7. Reserved Rights

VinScanPro retains the right to monitor, audit, and act on user activity to protect the integrity of its platform and comply with applicable law. Specifically, we reserve the right to:

a. Monitor Usage and Verify Information

We may review user activity, transactions, and submitted information for accuracy, compliance, and fraud prevention.

b. Refuse, Cancel, or Block Access

We may refuse service, cancel orders, or restrict access to the Services for any user suspected of violating our Terms, engaging in fraudulent activity, or attempting to abuse promotions or subscriptions.

c. Investigate and Enforce

We may audit accounts, request re-confirmation of use cases, and deactivate or suspend accounts that appear to misuse our platform or violate legal or policy obligations.

d. Enforce Subscription Limits

Accounts created to bypass restrictions, including limits on trials, personal use policies, or pricing tiers, are subject to termination or forced upgrade to commercial plans.

8. Fees, Subscriptions, Billing, and Usage Limits

a. Payment Authorization

By purchasing Services on VinScanPro.com, you agree to pay all listed fees, taxes, and applicable charges. You authorize us to charge your payment method on file in accordance with selected billing terms.

b. Pricing and Changes

VinScanPro may update pricing, billing cycles, or terms at any time with advance notice. You may cancel your subscription before such changes take effect. Continued use indicates acceptance of new terms.

c. Refund Policy

d. Trial Period

VinScanPro offers a $1 trial for new users, valid for 3 days. Unless canceled before expiration, the trial will convert to a paid monthly subscription (currently $99.00/month).

e. Cancellation Policy

Users must cancel through their account dashboard. Emailing support alone does not cancel a subscription. If you encounter technical issues, contact support@vinscanpro.com with a screenshot and full description.

f. Monitoring for Abuse

Subscriptions are for personal use only. VinScanPro monitors account activity to identify excessive or commercial use. If such use is detected, we reserve the right to temporarily restrict access, require account review, or offer commercial upgrade options.

g. No Guarantees on Data

Reports are based on third-party and public data sources. VinScanPro does not authenticate, verify, or guarantee the completeness, timeliness, or accuracy of report data.

9. Intellectual Property

All content, design, trademarks, and data on the site are the intellectual property of VinScanPro or its licensors. You may not:

  • Copy, reproduce, or distribute content from the site;
  • Use automated tools to extract or scrape content;
  • Use our branding without prior written consent.

User-submitted content grants VinScanPro a royalty-free license to use, display, or adapt such content for operational purposes.

13. Account Termination

Refund Policy

Please note that any reliance on our vehicle history reports when making a purchasing decision is at your own risk. VinScanPro is not liable for any purchases or decisions made based on the use or non-use of our reports.

1. Conditions for a Refund

A refund will only be issued if all of the following conditions are met:

  • The refund request is submitted within 14 days of the transaction date.
  • The reason for the refund qualifies under the terms outlined in this policy.

2. Valid Reasons for a Refund

We may issue a refund for:

  • Receiving a blank or empty report
  • Being charged twice for the same vehicle report

3. Invalid Reasons for a Refund

Refunds will not be issued for the following:

  • Minor or major inaccuracies in reports (our data is sourced from third-party databases and provided "as is")
  • Missing or limited information in the report (data availability depends on external sources)
  • Delays in report generation or delivery
  • Failure to cancel a subscription before the renewal date

All subscription terms, including renewal policies and cancellation instructions, are clearly stated at the time of purchase and in our Terms & Conditions. Forgetting to cancel or failing to cancel on time does not constitute a valid refund reason.

4. How to Request a Refund

If you believe your case qualifies for a refund, email the following details to support@vinscanpro.com:

  • Vehicle VIN associated with the report
  • Reason for the refund
  • Your first and last name
  • Date of purchase
  • Payment method used
  • Transaction ID (PayPal ID or last 4 digits of your card)

5. Additional Refund Terms (Trial Subscriptions & Auto-Renewals)

If your refund request is submitted after a subscription was activated, we reserve the right to deduct the value of one full vehicle report (currently $24.99) from the refunded amount.

6. Processing and Payment

  • Response time: We aim to review and respond to your request within 10 business days.
  • Refund method: Refunds will be issued to the original payment method, unless technical limitations prevent it.
